THE FACTS

10 STOREYS BESIDE HOMES

The planning scheme amendment in its current form will allow 10 storey buildings very close to existing homes. Both sides of Bell Street, between Sydney Road and Main Street, could be flanked by 10 storey blocks which will overlook homes to the north of Bell Street.

We believe 10 storey buildings are inappropriate for this area and will have a detrimental impact on the historical character of central Coburg.

CROWDED ROADS & PT

The C123 amendment gives no concrete details on how transport will be improved to meet the projected demand on facilities.

During peak times it is increasingly difficult to get a seat on a train leaving Coburg or Batman stations. There are three trains an hour during peak times.

We need more trains, more trams and buses to meet present needs. Traffic on Bell St and Sydney Road is already a problem and will only become worse with increased density.

LOSS OF REVIEW RIGHTS

Under the proposed amendment, there will be no need for Council to give notice of an application to amend or grant any development permit, and there will be no right on the part of third parties to have the decision reviewed by VCAT.

We consider that the proposal to remove all these third party notice and appeal rights is a very broad and sweeping removal of rights.

LACK OF CONSULTATION

Direct notification to residents has been inadequate. The residential area to the north of Bell Street and to the west of Sydney Rd have not received any direct notification and they are most affected.  
 

While the information regarding the amendment has been on the Moreland Council website, residents have not known that the information is there to look at.


The information is complex and difficult to comprehend, and no translations are provided for CALD residents.

LACK OF OPEN GREEN SPACE

There does not appear to be any, or sufficient, guarantee of open, green spaces. In particular, the centre of Coburg completely lacks any open, green spaces under the current plan.

We believe that the Civic Square Market site, flanked by the library and cultural centre to its East, the Coburg Station forecourt to its West, and the Civic buildings to the South – must be open space to ensure the amenity of this area.
